a) CNA shall operate and maintain the Green Energy Open Access(GOAR) portal. 

b) CNA shall facilitate exchange of information with the respective nodal agencies, as designated by the Appropriate Commission for grant of Green Energy Open Access. Provided that till such time nodal agencies are designated by the Appropriate Commission, the following agencies shall be the nodal agencies: 

c) CNA shall facilitate the registrations of grid connected entities, trading licensees and Power Exchanges, intending to avail Green Energy Open Access through the portal. Provided further that, if the concerned grid connected entity or Power Exchanges or trading licensees are already registered on NOAR, they shall not be required to register again on GOAR portal.

a) The nodal agency for registration and approval of bilateral transactions at interstate level shall be the Regional Load Despatch Centre (RLDC) of the region where point of drawl of electricity is situated. 

b) The concerned RLDC shall process the registrations of grid connected interstate entities situated in the respective region intending to avail interstate Green Energy Open Access under short term open access in accordance with the Green Energy Open Access Rulesand the extant CERC regulations/procedure thereunder. 

c) The nodal RLDC shall process the bilateral short term Green Energy Open Access applications at interstate level.

a) CTU shall be the nodal agency for processing of long term and medium term Green Energy Open Access applications and update the same in the Green Energy Open Access portal in accordance with the Green Energy Open Access Rules and the extant CERC regulations/procedure thereunder. 

b) The CNA shall provide the registration information and applications details as received in the GOAR portal to CTU for processing. 

c) CTU shall collect additional information, if any after the registration of grid connected interstate entities intending to avail interstate Green Energy Open Access under Long Term and Medium Term Open Access, while processing the application.

d) After processing of Green Energy Open Access applications as per the stipulated timelines, CTU shall provide all information pertaining to approval, modification and/or rejection in respect to each application through GOAR portal.

a) The concerned SLDC shall be the nodal agency for registration of the intra state entities intending to avail interstate or intra state Green Energy Open Access. 

b) The nodal agency shall provide standing clearance/concurrence for the intra state entities  intending to avail intrastate or interstate Green Energy Open Access. 

c) The nodal agency shall process bilateral short term Green Energy Open Access applications at intra state level where the point of injection and drawal both are located within the control area jurisdiction of the nodal agency. The nodal SLDC shall process the registration and the bilateral short term Green Energy Open Access applications in accordance with the Green Energy Open Access 2022 and the extant SERC Regulations and procedures thereunder. 

d) The nodal agency shall process the application for availing interstate Green Energy Open Access as per the extant Rules and CERC Regulations. 

e) All the information pertaining to registration and processing of application shall be updated by the nodal agency on the Green Energy Open Access Portal. 

a) The concerned STU shall be the nodal agency for processing all bilateral long term and medium term Green Energy Open Access applications at the intra state level. 

b) The CNA shall exchange the registration and application information with the STU in respect of the registered participants at GOAR Portal. 

c) STU shall collect additional information required if any, in respect of the application for grid connected intra state entities intending to avail intra state Green Energy Open Access under Long Term and Medium Term Open Access, while processing the application. These applications shall be processed as per the extant Rules and SERC Regulations. 

d) Any information sought by CTU for processing of interstate Long Term and Medium Term Open Access pertaining to intrastate entity shall be furnished by the concerned STU. 

e) All the information pertaining to processing of application shall be updated by the nodal agency on the Green Energy Open Access Portal. 

a) The concerned DISCOM/Distribution Licensee shall facilitate nondiscriminatory open access to its embedded entities as per extant Rules and Regulations by Appropriate Commission (CERC/SERC). 

b) While seeking Green Energy Open Access by embedded entities, DISCOMs shall process clearances and send to the nodal agency of the state as per extant Regulations (CERC/SERC). 

a) Applicant shall set a username and password which would be used by the applicant for all activities to be carried out through the Green Energy Open Access portal. 

b) Applicant shall furnish the details as per Format A for the purpose of registration with the CNA. 

c) The applicant shall e-verify all details and submit the filled in application in the GOAR portal. 

d) The grid connected entities shall be able to make an application for seeking Green Energy Open Access, only after the registration process is complete in all respects. 

e) In case of a regional entity ,the application for registration shall be processed by the concerned RLDC and for intra state entity, the application will be processed by the concerned SLDC. Concerned RLDC shall process the applications of regional entities within 7 working days for new applications and within 3 working days for renewal of registration through the GOAR portal. 

f) In case of an intra state entity, the application for registration shall be processed by the concerned SLDC. The concerned SLDC shall process and recommend the applications of intrastate entities within 5 working days for new applications and within 2 working days for renewal of registration through the GOAR portal. 

g) In case of an intrastate entity, RLDC shall process the applications for registration for Green Energy Open Access within 2 working days as per the recommendation of the SLDC for the new registration application and 1 working day for the renewal of registration through the GOAR portal. 

h) CNA shall process the applications for registration for interstate electricity trader and power exchanges, applying on behalf of grid connected entities, within 7 working days for new application for registrations and within 3 working days for renewal of registration through the portal. 

i) After the receipt of application for registration, the respective nodal agency, as the case may be, shall conduct a preliminary scrutiny to ensure application is complete in all respects. In case of any discrepancy / shortcoming / requirement of any further information, the concerned nodal agency shall intimate the applicant through the portal for rectification of the deficiency within a period of 2 working days. In case the applicant does not respond within a period of 2 working days with the required details to the concerned nodal agency, the registration request shall be disposed of. 

j) The registration shall be valid for a period of 3 years and shall be renewed thereafter for a period of 3 years and the concerned entity shall initiate the process of renewal of registration at least 1 month in advance, to avoid any discontinuity. 

k) In case of any change in the information provided by the applicant it shall be incumbent upon the applicant to update the information in the portal. 

l) If the SLDC, has not communicated any deficiency or refusal of registration, after receipt of application complete in all respects within the specified period of five (5) working days for new application and two (2) working days for renewal, from the date of application, as the case may be, the registration will be automatically forwarded to the respective RLDC for the review and processing. 

m) The open access customer shall ensure that all details are correct, failing which, the registration may be cancelled/denied by the concerned nodal agency.

a) An application for availingGreen EnergyOpen Access can be made through the portal only by the registered entities. 

b) The application for availing Green Energy Open Access shall furnish the details as per FormatB1/B2/B3 as applicable. 

c) Any consumer who has contracted demand or sanctioned load of 100 kW or more either through single connection or through multiple connections aggregating Hundred kW or more located in same electricity division of a distribution licensee except for the captive consumers shall be eligible for Green Energy Open Access. 

d) Provided that in case of captive consumers there shall not be any load limitations. 

e) The concerned nodal agency shall approve the applications for the Green Energy Open Access within a period of fifteen days from the date of application, failing which it shall be deemed to have been approved subject to the fulfilment of the technical requirements as specified by the appropriate Commission. 

f) The order of processing of application for Green Energy Open Access Shall be first in first out. 

g) The Short Term and Medium Term Open Access shall be allowed, if there is sufficient spare capacity available in the transmission system without any augmentation whereas for Long Term Open Access, the transmission system may be augmented, if required. 

h) Priority of processing of applications shall be given to the Long Term customers in the existing system of spare capacity is available and further, open access for non-fossil fuel sources shall be given priority over the open access from the fossil fuel by CTU/STU as the case may be. 

i) No application for open access shall be denied unless the applicant has been given an opportunity of being heard in the matter and all orders denying open access shall be speaking orders by the nodal agency.

a) All information pertaining to grant of Green Energy Open Access shall be furnished electronically by the respective nodal agencies to the Central Nodal Agency as per timelines after the grant or denial of Green Energy Open Access. 

b) The Green Energy Open Access portal shall keep records of all MIS related information and shall have provisions for providing periodic reports.

(a) Transmission charges; 

(b) Wheeling charges; 

(c) Cross Subsidy Surcharge; 

(d) Standby charges wherever applicable; and 

(e) Banking Charges 

(f) Other fees and charges such as Load Dispatch Centre fees and scheduling charges, deviation settlement charges as per the relevant regulation of the Commission The charges shall be as per the Rules and the extant CERC/SERC regulations.

a) Banking shall be permitted at least on a monthly basis on payment of charges to compensate additional costs, if any, to the distribution licensee by the Banking and the Appropriate Commission shall fix the applicable charges. 

b) The permitted quantum of banked energy by the Green Energy Open Access consumers shall be at least thirty percent of the total monthly consumption of electricity from the distribution licensee by the consumers. 

c) Energy Banking provisions shall be governed by as per extant SERC and CERC regulations.

 a) CERC has notified “The Central Electricity Regulatory Commission (Connectivity and General Network Access to the inter-State Transmission System) Regulations, 2022. 

b) The procedure and formats for processing of Long Term and Medium Term Open Access application will be replaced by the provision of GNA. 

c) The procedure and formats of processing short term applications will be replaced by the provisions of T-GNA regulations.
